Description
This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. SEE DOCUMENTS UPLOADS This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number: RFQ61-05 is issued as a Request for Quotation (RFQ). This procurement shall be solicited under the Simplified Acquisition Procedures (SAP) and is a Small- Business Set-Aside. The North American Industry Classification System Code (NAICS) code is 811219. The basic requirements of this project are to remove the existing Programmable Logic Controller (PLC) located in Building 5 Incinerator Room at the USDA-National Animal Disease Center, provide and install a new PLC with all necessary components and software to achieve the Sequence of Operation. This will include providing and installing the following: two new touch screen/keypad Nema 4X panel view monitors (one in charging room and one in the incinerator room) minimum size (11? x 16?); a new Pentium 4 processor (min. 20GB Hard Drive) with a minimum 16? flat screen monitor, Windows XP Professional Software, and CD Burner Drive in NADC Boiler Plant for remote operation and data collection via Ethernet; data communication wire as needed to provide data communication from Building 5 Incinerator Room to NADC Boiler Plant (the final hookup to Ethernet to be done by others). Control Software is to be Open Protocol and will become property of USDA-National Animal Disease Center. After successful installation of all components and wiring test run the incinerator to ensure satisfactory operation and that all sequences needed for a successful incineration have been tested. A minimum of two hours on-site training must be provided for USDA operation and engineering personnel. SEE DOCUMENT UPLOADS: 1-1 Existing Sequence of Operation, 1-2 New Sequence of Operation, 1-3 Wiring Diagram and 1-4 Floor Plan Layout. Required Completion Time is 45 days. It is strongly recommended that bidders attend an on-site pre-bid conference that will be held on Thursday, September 1, 2005, 10:00 A.M. at the USDA-National Animal Disease Center, 2300 Dayton Avenue, Ames, IA. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52.212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6 and 52.225-13. See Website at http://www.arnet.gov/far All offerors must include copies of 52.212-3 (Representations and Certifications). Faxed quotations are acceptable to Denise Hill at fax number 1-515-663-7482 on or before September 12, 2005 Central Standard Time. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Governments functional and performance minimum specifications listed herein. Offeror shall include references of three (3) firms for which similar equipment was provided. The anticipated award date is September 16, 2005. All responsible sources may submit a quotation which shall be considered by the Agency.
