Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being accepted. The U.S. Department of Energy (DOE), Office of Civilian Radioactive Waste Management (OCRWM), intends to award multiple purchase orders to contractors whose quotations are determined to provide the best value to the government. Description: The Office of the Civilian Radioactive Waste Management (OCRWM) is assigned responsibility for licensing, constructing, and operating a federal long-term geological repository for safe acceptance and storage of civilian spent nuclear fuel and federal high-level radioactive waste. OCRWM is preparing an application for a license, to be submitted to the Nuclear Regulatory Commission (NRC), to construct a repository at Yucca Mountain, Nevada. NRC is the agency that will make the final decision on whether the DOE is allowed to proceed with construction and to subsequently be licensed to operate the repository. To do so, NRC will determine DOE’s compliance with regulation in 10 CFR Part 63, Disposal of High-Level Radioactive Waste in a Geologic Repository at Yucca Mountain, Nevada. The Department of Energy requires the services of a contractor(s) with the appropriate expertise to review the final License Application before submittal to the NRC to ensure the quality and completeness of the application and to maximize the likelihood that NRC will docket the License Application. Minimum Mandatory Qualification Requirements: Must meet the qualifications as identified in the Statement of Work D. Per FAR Part 52.204-7, Central Contractor Registration (CCR), all government contractors are required to be registered in the CCR prior to award. You may register on-line at www.ccr.gov. Questions/Comments: Questions/comments must be received through the IIPS web site by COB September 1, 2005. Submission of quotations by means other IIPS is not authorized. Acquisition Procedures: This acquisition will be conducted using Simplified Acquisition Procedures in accordance with FAR Parts 12 and 13.
