Description
The contractor shall provide qualified and trained management, supervision, and personnel necessary to perform installation, testing, documentation, maintenance and repairs, connections, and hardware for Customer Premise Equipment (CPE). Contractor tasks include, but are not limited to, consulting, engineering, diagnostics (on site and remotely), telephone and network wiring, installations, moves, changes, expansions, surveys, inventory, blueprints, diagramming, records maintenance, storage, disposal of, updating (program/re-program), and repair of Contractor and Government proved CPE. The North American Industry Classification System (NAICS) Code is 811213 with corresponding size standard of $6 Million. This project is 100% set-aside under the Competitive 8(a) Program The solicitation will be posted at FedBiz Ops (http://www.eps.gov) electronically, on or about 20 April 05. Proposals are due by 20 May 2005 by 4:00 p.m. local time. The IDIQ’s Period of Performance is One (1) Base Year with Four (4) One - Year Options. It is anticipated that a firm fixed-price (FFP) Indefinite Quantity Indefinite Delivery (IDIQ) type contract will be awarded for this requirement. NO HARD COPIES will be provided. Once solicitation is posted, it is important for all interested parties to review this site frequently for any updates and or amendments to any and all documents. The government award will be based on lowest price technically acceptable (LPTA) and other evaluation factors to be set forth in the solicitation. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DOD Central Contractor Registration (CCR) database and with the Online Representations and Certifications Application (ORCA), or risk having their proposals declared non-responsive. ORCA replaces most paper-based representations and certifications previously found in Section K of contractor proposals. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE CODE). This solicitation is restricted to 8(a) firms serviced by the U.S. Small Business Administration (SBA), Hawaii District Office. Also eligible are 8(a) firms that are not serviced by the U.S. Small Business Administration’s Hawaii District Office, but have a verifiable office and employees located within the geographic area served by the U.S. SBA Hawaii District Office at the time of this announcement, are also eligible to submit offers. In evaluating firms, the following evaluation criteria will be applied, listed in descending order of importance: (1) Lowest price technically acceptable (LPTA) proposal, (2) Specialized experience and technical competence in telecommunications maintenance and repair of the AVAYA telephone switches; (3) Location of the firm submitting a proposal (must have an established operation) in Oahu Hawaii. The solicitation and related documents will be posted under solicitation number FA5215-05-R-0009. NO WRITTEN, TELEPHONIC, FACSIMILE, OR E-MAIL REQUESTS will be honored, however, interested parties can register at the website to receive procurement announcements by e-mail. Since this solicitation will only be available electronically, it is the responsibility of interested parties to monitor the FebBizOpps website for any solicitation amendments. The ESTIMATED release date of the RFP is April 20, 2005. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME. The Statement of Work (SOW) and current Service Contract Wage Determination Rates are incorporated in the solicitation document. You will not be eligible for award if you are not in the Central Contractor Registration Database and your status is current.
