THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS; IT IS STRICTLY A REQUEST FOR COMMENTS ON A DRAFT STATEMENT OF WORK AS PART OF MARKET RESEARCH FOR A POSSIBLE FUTURE TRICARE CONTRACT AS A FOLLOW-ON TO REQUEST FOR INFORMATION SPECIAL NOTICE #05-128. The Department of Defense (DoD), TRICARE Management Activity (TMA) is in the initial stage of developing future requirements for dental insurance carriers to provide dental services, including the processing and payment of dental claims, for Active Duty Service Members (ADSMs) residing within the United States and some of its territories under the Active Duty Dental Program. As part of its market research, the Government is seeking industry input with regards to its draft statement of work (SOW) which may be found under ?Market Survey? Special Notice, Reference Number 05-ADDP on the TRICARE Website at http://www.tricare.osd.mil/contracting/healthcare/index.cfm Comments are solicited as to whether the language included in the draft SOW is sufficiently descriptive/detailed and broad enough in scope, includes applicable and necessary standard industry/commercial practices, and establishes reasonable objectives and obtainable standards that can be measured and used in conjunction with possible performance incentives. Comments/suggestions on additional aspects of the draft SOW are encouraged and may also be submitted. All comments/suggestions made should be stated in generic/broad and nonproprietary terms. A summary of the Government?s needs are basically as follows: A potential offeror must tender its current nation-wide dental network of credentialed providers to the Program and its most favorable network fee schedule or discounts; however, in remote locations, claims from non-network providers will be submitted for payment. Certain claims are required to be preauthorized by Government personnel prior to payment. The dental benefit structure will be a full-spectrum of possible dental procedures; however, the contractor will pay claims based solely on the specified procedures in the authorizations above a dollar threshold and will make no benefit determinations.
