Description
NASA Glenn Research Center plans to issue a Request For Proposal (RFP) using Best Value Selection for REPAIR OF THE SEWER SYSTEMS - PHASE VI. This project shall include supervision, labor , material, mobilization and maintenance of traffic. THE BASE CONTRACT WORK CONSISTS OF THE FOLLOWING: Construct approximately 185 meters of HDPE storm sewer main, 300 to 400 mm in diameter, from an existing manhole southwest of Building 3, Administration Building, through the parking area south of Building 3 to Ames Road, across Taylor Road and ending at an existing IWS manhole just west of the apron for Building 4, the Flight Research Building. Install an underground 75,708 liter (20,000 gallon) oil/water separator, and a 1.52 meters (5 feet) diameter trash interceptor in the storm sewer main. Construct three storm sewer service branches which include 36 meters of 200 mm HDPE, 15 meters of 150 mm HDPE, and 18 meters of 100 mm of PVC. Also construct approximately 80 meters of 200 mm and 300 mm of ductile iron or vitrified clay sanitary sewer main on Ames Road and across Taylor Road. Install a 45,425 liters (12,000 gallon) underground deicer recovery tank and a 2.89 meter (9.5 feet) diameter trash interceptor, and a pre-cast concrete diversion vault with motorized valves. Demolish and remove an existing oil/water separator and an existing IWS pump pit located just north of Building 12, Steam Plant. Remove and replace miscellaneous appurtenances and landscape items, such as washed river gravel, shrubs and turf, lighted NASA Visitor?s Center sign, and chain link fence and gate. Construction shall be performed in four continuous segments. Installation and restoration shall be completed prior to commencing excavation in the next adjoining segment. Red-lined as-built drawings shall be maintained on the job site and submitted to the Government following completion of a segment. As-built drawings shall be updated on a daily basis and brought to the weekly construction progress meetings. Install and maintain storm-water pollution prevention controls throughout the course of construction. Clean the new sewer lines and any adjacent pipes affected by sedimentation or construction debris during construction and perform color video inspection. Calibration Equipment: The Contractor shall have laser levels calibrated prior to the start of laying pipe. Certificates of calibration shall be provided to the Government prior to their use. Laser levels used on this project shall be calibrated at least once every six months. If any instrument is suspected of being out of calibration, that instrument shall be tagged for calibration and not used for any purpose until the instrument has been recalibrated. Trench Boxes: Trench boxes shall be certified by the manufacturer as to the maximum working depth. Contractor shall not exceed the trench boxes maximum working depth. The project includes maintaining the sewage flow, traffic control, obtaining the required permits, and demolition and restoration of the project area. The magnitude of the Construction project is estimated between $500,000. and $1,000,000. A FIXED PRICE CONTRACT is contemplated. This work is considered "HEAVY AND CIVIL ENGINEERING CONSTRUCTION". The North American Industry Classification System (NAICS) code is 237110 and $28.5 million in three-year average annual receipts for determining whether or not a business is small. THIS IS A 100% SMALL BUSINESS SET-ASIDE. Technical and procurement related questions shall be directed to: Erick.N.Lupson@nasa.gov. The firm date for receipt of offers will be stated in the RFP. Drawings and specifications will be available from a local BLUE PRINTER listed in the RFP. The Period of Performance shall be stated in the RFP.
