Description
The United States Environmental Protection Agency supports technical, economic, and policy analysis to demonstrate the environmental impacts of transportation. The U.S., with lead responsibility by EPA, is required by the UNFCCC to report to the United Nations all U.S. emissions and sinks of GHGs. By mutual agreement with the Office of Atmospheric Programs (OAP), the Office of Transportation and Air Quality (OTAQ) has assumed responsibility for preparing estimates of GHG emissions for the transportation sector. EPA also avails its technical resources in direct outreach and assistance to state, local, regional and local governments and planning authorities. This technical knowledge is also used in policy analysis at all levels of government, including EPA programs the development of federal legislation and regulations governing federal transportation aid programs and state and local planning requirements. In addition, EPA is required to provide data and analysis that address the policy and information requests of Congress, the Executive Branch, and the public. OTAQ supports a variety of analysis to assess the environmental impacts of the transportation system, including transportation programs, policies and investments at all levels government. This effort enhances the technical capacity of stakeholders in the fields of climate change analysis, air quality management, environmental justice, and transportation and urban planning. A range of analytic techniques may be necessary to support the tasks identified in the statement of work, including environmental assessment, economic and econometric analysis, urban planning, travel demand planning and modeling and emissions modeling. The successful contractor will provide technical support to the OTAQ in the following tasks identified in the statement of work: 1) GHG Inventory Development for the Transportation Sector Required under UNFCCC, 2) Preparation of OTAQ?s Transportation GHG Emissions Report, 3) Technical Environmental Assessment, 4) Qualitative Analysis of Transportation Policy, 5) Implementation Support. The successful contractor will supply all necessary facilities, equipment, material, related administrative support, and qualified personnel required to perform tasks as defined in the statement of work. The procurement will be processed under full and open competition procedures. The proposed contract will be a cost-plus-fixed-fee, level-of-effort, term type contract, with a base period of one year and three one-year option periods. The base-level-of-effort (LOE) for the base period is 1,050 hours and each of the three option periods will be approximately 3,775 hours for a total potential 12,375 direct productive labor hours over the four years, if all options are exercised.
