Description
Market survey for environmental program support associated with Department of Defense (DoD) and Office, Secretary of Defenses Base Realignment and Closure (BRAC) encroachment, Net Environmental Benefits Analysis (NEBA) and other environmental progra ms. The U.S. Army Corps of Engineers, Mobile District intends to negotiate a contract with Marstel Day who has a high degree of expertise in the requirement below. This request is only a market survey, not a request to be placed on a solicitation mailing list. Past experience in DoD operations, well versed on Service strategies, policies, processes and regulations is a requirement. Experience is required in developing policies and methodologies which assisted the Services in meeting their program needs. The Comp any must have developed BRAC related disposal strategies for excess and surplus lands that will facilitate a more expedited disposal process with local communities and other potential land recipients as well as serving as liaison with non-DoD federal agenc ies to expedite the BRAC disposal of excess and surplus DoD lands. Experience with OSD and Service Secretariats, the Service Headquarters, Subordinate Field Operating Agencies and commands, research laboratories, and Service installations, is a requirement . This synopsis is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this synopsis is to gain information regarding the acquisitio n of services which can support all of the military Services BRAC, NEBA and encroachment management needs. The Company is required to have previous involvement in the Encroachment Program Management developing Service strategies and policies, developing d ecision support tools for encroachment program, developing analytical methodologies to identify comprehensive encroachment issue impacts and corrective action plans at the installation level. Responses are due fifteen (15) days after publication of this notice. Responses should be addressed to: U.S. Army Corps of Engineers, Mobile, ATTN: CESAM-CT-C, P.O. Box 2288, Mobile, AL 36628-0001 and will be directed to Melinda Bramlett (251) 441-5591 . Firms interested in being considered shall provide brief documentation of the companys capability to perform the work required, and past performance of similar work. A list of completed projects with similar requirements shall be submitted, along with the project location, and the names and telephone numbers of customer points of contact. The Government will not pay for any material provided in response to this synopsis nor return the data provided. The results of this synopsis will be considered to be in effect for a period of one year from the date of publication of this notice. The NAICS code for this procurement is 562910.
