Description
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Performance is in Germany and the contractor must comply with local labor laws , and be authorized to perform services in Germany. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals re ceived within the dates and time indicated will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information rece ived will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the Government's intent to negotiate a contract under Simplified Acquisition Procedures with CUBIC APPLICATIONS, INC, 4550 THIRD AVEN UE S.E., SUITE B, LACEY WA 98505, for a Non-Personal Services contract for Military Strategic Advice and Assistance in support of the United States Army Europe (USAREUR) Commanding General's Staff Ride program. The Contractor requirement includes but is not limited to: 1) Providing a facilitator capable of planning, preparing, and executing specialized, senior leader, executive level battlefield studies for the USAREUR CG and his senior level staff. The contractor shall demonstrate significant strategic, operational, ta ctical, and technical knowledge of military history. In particular, the facilitator will relate the battlefield study to current military operations, to issues pertinent to implementation of the National Military Strategy, and to EUCOM Theater Strategy as they apply to USAREUR. In addition to the facilitator, the contractor shall provide military advisory and technical assistance staff necessary to support the topics/issues presented and discussed by the CG and his guests during the staff rides. All non-a dministrative contractor personnel shall hold a Secret clearance. 2) Facilitating the execution of all staff ride activities and for developing and maintaining a feedback program action plan to focus the development of each subsequent staff ride. 3) Serving as the operational nucleus for the CG's staff rides. 4) Conducting daily battlefield tours to sites of importance to the battle being studied, with contractor addressing key points, pertinent data, and vignettes that illustrate the battle's importance to the past and application to the present. Interested responsible firms may submit their proposal for consideration either electronically or by facsimile, to the Contracting Officer not later than close of business 7 September 2005, or 15 calendar days from the date this notice is published, whiche ver is later. Proposals must include the following: 1) Company Name, address, CCR registration, POC name, phone number and email address; 2) A written plan describing your product/service to meet our requirements, the methodologies, and project managemen t responsibilities; 3) A list of at least 3 current or recent contracts to include POC's.
