- This is a source sought to locate additional sources who can manufacture Running shoes in accordance with specification below. The running shoes have to be manufactured in accordance with DFARS 252-225-7001, Buy American Act and Balance of Payments Program Delivery is scheduled 31 Mar 2006. The estimated quantity is around 300 Women?s and 1200 Men?s per year. The applicable NAICS Code is 316219 and the applicable size standard for this proposed acquisition is 500 employees. This synopsis is for planning purposes only and does not commit the government to pay for the information requested, issue a solicitation, or award a contract. UNITED STATES AIR FORCE ACADEMY PURCHASE DESCRIPTION SHOES, RUNNING, USAFA CADET ATHLETIC USAFA PD 34th TRW/SDCU 252 6 February 2004 USAF ACADEMY PURCHASE DESCRIPTION SHOES, RUNNING, USAFA CADET ATHLETIC DESCRIPTION: This purchase description covers running shoes intended to be worn by United States Air Force Academy (USAFA) cadets involved in a number of different sports activities that involve running, such as long distance running, and jogging. Salient Characteristics: Design The running shoe shall be high quality that incorporates state of the art technology providing comfort, durability and breathability. Material and Construction 1. Uppers a. Upper: Shall be made of lightweight mesh and synthetic material for breathability. The running shoe shall be low cut. The lacing configuration shall provide comfort and fit. The running shoe shall be white. Colors for minor details such as logos or striping shall only be in accented colors of blue, or silver and small tones of black. 2. Sole a. Insole: Shall have a sturdy full-length insole for heel impact absorption and arch support. It shall be made of high-density foam with a good compressible sponge rubber material commonly used in the shoe industry. b. Outsole: Shall be made of carbon (nonmarking material) or high grain rubber heel for durability. The outsole shall have crossed-girder type of configuration or comparable outersole with traction, suitable for responsive running. The outer sole abrasive index shall be a minimum of 75 (ASTM D 1630). The outer sole hardness shall be within the range of a minimum of 45 and a maximum of 65 (ASTM D 2240). c. Midsole: Shall incorporate a visible air or gel cushioning or air or gel sole system that accommodates orthotics and shall integrate and control transition to forefoot. Sizes and Widths The running shoe shall be provided in the following sizes and widths: Women?s Sizes Width Size Size Type Standard 6-12 Whole and Half Sizes Wide 6-12 Whole and Half Sizes Table I Men?s Sizes Width Size Size Type Standard 7-16 Whole and Half Sizes Wide 7-16 Whole and Half Sizes Table II Workmanship The finished running shoe shall conform to the quality of product established by this document. The occurrence of defects shall not exceed the contractor?s own quality assurance standards and the quality assurance standards defined by the technical data in the bid package. Quality Assurance Certification: The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer?s own drawings, specifications, standards and quality assurance practices. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract. Reliance on contractor quality assurance systems shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Certification of Compliance: Unless otherwise specified in the contract or purchase order, certificates of compliance may be submitted on all components. INSPECTION The contractor shall inspect the finished products 100% for compliance with this purchase description prior to submitting them to USAFA for final inspection by 34LS/LGU Cadet Uniform Flight personnel in accordance with ANSI Z1.4 and this purchase description. The point of final inspection and acceptance of the finished articles shall be at USAFA. Inspection Levels and Acceptable Quality Level Inspection levels and acceptable quality levels (AQL?s) expressed in defects per hundred units (DHU) shall be in accordance with ANSI Z1.4, as follows: For defects listed in Table III (General and Detailed Defects): AQL INSPECTION LEVEL LEVEL Major 2.5 II Major and Minor A 15.0 II Major, Minor A and 40.0 II Minor B (combined) For defects listed in Table I (Measurements): One Class 4.0 S-3 TABLE III General and Detailed Defects MINOR MAJOR A B A Inferior material or workmanship defects such as distortion X B Component and assembly - any component part or required operation omitted or not performed in accordance with specification X C Defects such as holes, cuts, and or tear X D Loose thread, ends not removed, label missing X E Discoloration, stains or spots due to material or workmanship X F Color not conforming to the color specified X G Incorrect, or illegible measurements. Score inspection will be scored using the size-measurement defect X Preservation, Packing and Marking The preservation, packing and marking shall be as specified in the contract or order.
