- The National Cancer Institute (NCI), Division of Cancer Control and Populations Sciences (DCCPS), Applied Research Program (ARP), Risk Factor Monitoring and Methods Branch (RFMMB) plans to procure on a sole source basis with Blackwell Publishing LTD, 9600 Garsington Road, Oxford, United Kingdom to publish a 128 page special supplement issue entitled Conceptual Foundations in Tobacco-Related Health Disparities Research in the peer reviewed journal Addiction. Although current smoking rates have declined in the United States, there are many US sub-populations that suffer disproportionately from the health effects of tobacco use. These disproportionate effects may be due to different patterns of tobacco use, initiation rates, and cessation behavior. In 2005, NCI released the Eliminating Tobacco-Related Health Disparities, Summary Report, 2005. A critical conclusion of that report is that ?Underlying the challenge to eliminate health disparities is the inadequate empirical understanding of the proximal and distal determinants of tobacco use, nicotine addiction, and related consequences among understudied and historically underserved populations in the United States?. This supplement will include papers designed to introduce and integrate diverse research areas and disciplines critical to health disparities research. The interdisciplinary approach necessary for addressing tobacco-related health disparities will be demonstrated by the papers in this proposed journal supplement. The authors will emphasize the interdisciplinary nature of the topic and give examples about how tools from various disciplines can help to address disparities research overall. Multiple authors with diverse backgrounds will work together on each paper. Topics for the proposed papers include an overview of tobacco-related health disparities, life-cycle of tobacco use and nicotine addiction, prevention of tobacco-related health disparities, community readiness for research, communication inequality and tobacco-related health disparities, ethics, community capacity and infrastructure, SES measurement and biopsychosocial/gene-environment interactions. Addiction will provide NCI with: 1) Peer reviews of the papers submitted for publication completed which will be completed by April 2006; 2) Publication of special journal due 7 months after acceptance of papers and 1,500 copies; and 3) Free online access on the contractor?s website that NCI may link to from other pages. Addiction publishes peer-reviewed research reports on alcohol, illicit drugs and tobacco bringing together research conducted within many different disciplines. Addiction is disseminated around the world and has a diverse readership. The readership reaches tobacco researchers, psychologists, community researchers, policy researchers, policy makers and many other health scientists and health advocates - all of whom assess or develop interventions to addresses tobacco use, patterns and dependence. It will bring health disparities research to the attention of scientists who are unfamiliar with the concepts, as well as bring the larger context of tobacco-related health disparities research to the attention of researchers currently interested in eliminating disparities. Addiction is a prestigious monthly international peer-reviewed journal, publishing more than 1600 pages every year. It is read in over 60 countries and has been in continuous publication since the Society for the Study of Addiction was founded in 1884. Blackwell Publishing is the only known vendor to the NCI end-user that has a proven record of publishing high quality papers that focus on conceptual foundations in tobacco-related issues and will be able to publish this special supplement in Addiction. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI end-user to determine if it can meet the requirements of this synopsis. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September 1, 2005.
