- This small business set-aside is a combined synopsis/solicitation for a commercial product prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; only proposals are being requested and a written solicitation will not be issued. The solicitation incorporates provisions and clauses which are in effect through Federal Acquisition Circular No. 05-05. The NAICS Code for this solicitation is 511210 and the business size is $21 Million. A fixed-price award is anticipated and all qualified, responsible, small business sources may submit a proposal. Western Area Power Administration (Western) has a requirement for E-Mail/SPAM Security software to include Authentium AV (one year) , a one-year support/maintenance agreement, and an installation site visit. See the attachment for additional details. Proposals should be prepared in accordance with FAR clause 52.212-1, Instructions to Offerors-Commercial Items. The offer shall also include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items unless the offeror has completed on-line representations and certifications at the following Internet site: http://orca.bpn.gov. In addition, the offeror must be registered at the Central Contractor Registration (CCR) Internet site to be eligible for award. Registration and additional information for CCR is available at http://www.ccr.gov. The following clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following addenda are added to this solicitation: FAR Clauses 52.219-6, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.227-14, 52.232-33, 52.239-1, 52.247-34, WAPA LH.0000-0078 and LH.0000-0079. The following factors will be used to evaluate offers: Technical capability of the item offered to meet Government requirements, past performance and price.
