- The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis with the University of Colorado ? Boulder, Physics Department, to perform experimental and theoretical research in the field of quantum information processing. The research associate will perform experimental and theoretical studies to realize quantum information processing protocols in a multi-zone ion trap structure. Principal Investigator will be Dr. Neil Ashby. Over the past few years, NIST has initiated a program in quantum information processing. The Ion Storage Group of the Time and Frequency division has demonstrated all of the basic elements of quantum computation with the system of trapped atomic ions. The development of quantum computers has become a national priority, because if one can be built, it would enable efficient decryption of data that has been encoded using a method that has been commonly used for the last 20 years. Based upon close contact with all groups throughout the world that perform this type of work, the Ion-Storage group believes that Dr. Ashby and his colleagues are unique in the specific aspects needed for the proposed study. They have extensive experience in the field of quantum information processing using trapped ions. Further, the NIST facilities in Boulder are world-class and could not be duplicated elsewhere in a reasonable time or at a reasonable cost. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Award date will be September 8, 2005.
