- This is combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. Solicitation number HC1047-05-T-4040 is hereby issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) code for this procurement is 334111. Business size standard is 500 employees. This will be a firm fixed price order and will be awarded utilizing Simplified Acquisition Procedures. Therefore, this procurement has been designated as a small business set-aside (SBSA). See numbered note #1. The Government will award a purchase order resulting from this solicitation on the basis of price and delivery. Delivery shall be no later than 30 days after receipt of order (ARO). FOB destination Pentagon Remote Delivery Facility, Washington Blvd, Arlington, VA. Offerors shall provide information as stated in the representations and certification at provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and DFARS 252.212-7000, Offeror Repre-sentations and Certifications-Commercial Items. DFARS 252.204-7004, Required Central Contractor Registration applies to this procurement. These provisions may be found at http://farsite.hill.af.mil. To be considered for award offerors must be properly registered in the Central Contractor Registration at http://www.ccr.gov. All responsible interested parties should provide a quote by email to the contracting officer at Nancy.McClain@disa.mil not later than 0500 hours eastern time 29 August 2005. No telephonic responses to this synopsis/RFQ will be accepted. No additional synopsis or solicitation will be issued. The Defense Information Systems Agency intends to issue one award for the purchase of all items of equipment and service. ALL ITEMS MUST BE QUOTED, OR THE QUOTE WILL NOT BE CONSIDERED. Price quotes must be in tabular format with each lot totaled and the entire quote totaled. DISA requires 2 each network attached storage system with the (15) capabilities listed below. Market research shows the Network Appliance NetApp R200 provides these capabilities. Any other product that is equal to the Network Appliance R200 may be offered, and if it meets these capabilities it will be considered. (1) Configured with 16 terabytes of storage capacity; (2) 2 of each of the following connection capabilities: GigE NIC, Fiber, and 10/100/1000bT Copper Full Duplex; (3) Support a minimum of 90TB of raw storage space; (4) Minimum of 45TB of raw storage in a single cabinet based on IEC compliant standards not to exceed 7ft in height; (5) Supports remote replication across a bandwidth sensitive WAN connection without the need for a host based technology, data converters, or additional network gear, and be able to throttle the bandwidth used for replication to under 256kbs. Replication process must be able to send only changed incremental blocks, to minimize network traffic; (6) Supports all of the following network protocols: NFS over TCP or UDP, PCNFSD, CIFS, SSL, SSH, etc; (7) Built-in support for HP Openview, Tivoli & Oracle 8i and above; (8) Supported by the following operating systems: SUN Solaris 8 and above, Redhat Enterprise AS Linux 3 and above, Microsoft Windows 2000 and above; (9) Ability to increase or decrease disk volumes sizes ?on the fly? and make space available immediately without incurring downtime. Supports multiple virtual disks in a single volume and allow for replication and rapid restoration of the virtual disks; (10) Centralized storage solution that utilizes a self-contained operating system that supports simultaneous multi-protocol access including, but not limited to iSCSI, NFS and CIFS in the operating system environments listed in requirement 7; (11) Supports RAID protection allowing for at least a double-disk failure without suffering any outages or data loss, achievable in a single RAID group and without incurring the overhead of RAID Mirroring; (12) Ability to restore files, volumes, database indexes, and or entire databases within minutes of initiation less than 20 minutes on average; (13) Under no circumstances shall the storage device require a filesystem consistency check after an ungraceful shutdown. Storage device boot time shall average no more than 10 minutes; (14) Must support no less than 250 snapshot copies of each filesystem. Snapshots shall take less than 2 minutes to create. Snapshots shall minimize the space required by tracking only the blocks that have changed since the snapshot was taken. A restore of an entire volume shall take no more than 5 minutes per terabyte of data restored; and (15) Service plan capable of covering a minimum of 3 years with on-site 4hr response time and a non-returnable disk warranty.
