Description

In accordance with 41 U.S.C. 253(c)(1), as implemented at FAR Pat 6.302-1 ?Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements,? the National Science Foundation (NSF) intends to award a Sole Source Firm-Fixed-Price contract to the National Sponsored Programs Administrators Alliance of Historically Black Colleges and Universities, Inc. (NSPAA) for performing all the planning, coordination, travel arrangements for attendees, management, execution and close-out of a special NSF sponsored Historically Black Colleges and Universities (HBCU) ?Funding Enhancement/Technical Assistance Forum. BACKGROUND: The Policy Office for the National Science Foundation has determined a need to coordinate a focused outreach program for Historically Black Colleges and Universities. The purpose of the outreach program is to inform the HBCUs about NSF policies and procedures, various funding opportunities, and post-award management. SCOPE OF REQUIREMENT. This procurement is issued on a sole source basis to the National Sponsored Programs Administrators Alliances Alliance of Historically Black Colleges and Universities, Inc. This synopsis is not to be construed as a commitment by the Government or as a Request for Proposal. No contract will be awarded resultant of this notice. Note 22 applies. Oral communications and facsimile responses are not authorized. All questions must be submitted electronically to the National Science Foundation, Attn: Jillian Pate, Contract Specialist, Division of Contracts and Complex Agreements, at jpate@nsf.gov. The anticipated contract start date will be the first part of November 2005. The anticipated release date of the RFP is on or about September 2, 2005 with an anticipated offer due date on or about September 15, 2005.
