Description
NASA/LaRC has a requirement for the purchase of software cores for the Reconfigurable Scaleable Computer (RSC) project: 1 each 64 bit PCI VHDL Core (Master/Target-64C) (source code plus site license); 1 each M/T-64C Maitenance (Should be included in first year); 1 each VHDL DMA Core (source code plus site license); and 1 each DMA Core Maintenance (Should be included in first year). NASA/LaRC intends to purchase the items from Northwest Logic, Inc., as the only known source who can meet the Government's The Reconfigurable Scaleable Computer (RSC) project will use these cores to provide data flow control on the PCI bus. A source code and site license is required for both. The RSC project will use VHDL as the development language for its reconfigurable logic devices. The source code for the cores must be VHDL based. The core must include a verification suite (test bench software). Because this is new technology development, the project requires the source code so that the core can be tailored as the architecture evloves. Northwest Logic is the developer of the software cores. Sole Source authority is 13.106-1. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9/2/2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
