- NASA/GSFC plans to issue a draft request for proposal to provide support to NASA/Goddard Space Flight Center?s (GSFC's)Ocean Biology Processing Group (OBPG). The OBPG represents an integration of mission operations, data acquisition, calibration and validation, data processing, data archival and distribution functions, and community processing software support within one co-located group. The resulting contract is a follow-on to current contract NAS5-00141. Current activities include: Sea Viewing Wie Field of View Sensor (SeaWiFS) calibration, validation, data processing, data distribution; Moderate Resolution Imaging Spectroradiometer (MODIS)/Aqua ocean color calibration, validation, data distribution; MODIS/Aqua & Terra sea surface temperature data processing (under consideration by NASA Headquarters); National Polar-Orbiting Environmental Satellite System (NPOESS) Preparatory Project (NPP) Product Evaluation & Test Element for ocean color and sea surface temperature and Science Team lead for ocean color; Aquarius mission operations, data system development, data processing, and during the life of the mission, data archive and distribution; Research, Education and Applications Solutions Network Cooperative Agreement Notice maintenance of the ocean color time series including algorithm evaluation and data processing; Prototype data system development for the GLORY mission; and Earth System Science Pathfinder Ocean Carbon, Ecosystems, and Near-Shore mission proposal development (science, sensor requirements, data system). Other research activities to be supported under this contract include various research investigations funded through NASA Research Announcements and tasks related to the ongoing development of lunar reflectance models and related satellite calibration methodologies. These investigations range from field validation studies and the collection of bio-optical data (e.g., inherent optical properties or IOPs, apparent optical properties or AOPs, chlorophyll-a, dissolved organic carbon or DOC, and particulate organic carbon or POC) to the development of coupled physical-biogeochemical models. A source list for this procurement will be made available to the public. NASA GSFC will not guarantee the accuracy of the source list, or the capabilities of any sources listed. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is being conducted as a full and open competition. The NAICS and Size Standard are 541710 and 1,000 employees respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the draft solicitation is on or about 45 days after publication of this notice. Any questions or comments in response to the draft RFP are due within 15 days of its availability. The anticipated release date of the final RFP is 15 days thereafter with proposals due approximately 30 days later. The anticipated effective date of the follow on contract is February 28, 2006. An ombudsman has been appointed ? see NASA Specific Note ?B?. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
