- 1. Introduction - High Rate Vertical to Horizontal Material Movement (HRVHMM) ATI requests a Cost-plus-fixed-fee (CPFF) proposal(s) for the subject project in support of the Seabasing Future Naval Capability (FNC) Shipboard Internal Cargo Movement Program, referred to as Strike-Up/Strike-Down (SUSD). The SUSD Program has a need for technologies to enable the seamless end-to-end internal shipboard movement of material (various sized cargo, packages, pallets and weapons) onboard a variety of naval vessels. This Request for Proposal (RFP) is for Phase I of the Science and Technology development of the automated horizontal to vertical to horizontal transition portion of an end-to-end internal shipboard material movement system. Submission of a response to this RFP is entirely voluntary and any and all costs of participation in this process will be the complete responsibility of the respondent. 2. Funding and Period of Performance The funding anticipated for Phase I of the project will be limited to a maximum of $350,000 for each awardee. It is anticipated two to three Phase I proposals may be funded with a down-select to one following the completion of the initial six-month Phase I effort. The anticipated period of performance for Phase I is six (6) months from contract award date, which is anticipated to be in December 2005. The complete project inclusive of options is anticipated to be four years or less in length. The SUSD Program reserves the right to select for award any, all, part, or none of the proposals received in response to this RFP. 3. Proposal Submission Deadline The cost and technical proposal packages must be submitted no later than 2:00 pm (EDT), October 26, 2005. If selected, it is expected that a project will be awarded in December 2005. See RFP for detailed submission guidance. 4. Proposers? Conference Potential Proposers are invited to attend a half-day HRVHMM Proposers? Conference on Wednesday, September 7, 2005 at the Trident Research Center, 5300 International Boulevard, Charleston, SC from 1:00 PM to 4:30 PM. Participants will have the opportunity to learn about HRVHMM requirements, operating concerns and objectives, and SUSD solicitation package preparation. At the discretion of attendees, informal discussions may be conducted to explore potential collaborative partnerships.
