- The USDA, Animal Plant Health Inspections Service (APHIS), Plant and Protection Quarantine (PPQ), Moore Air Base, Edinburg, TX, intends to procure 10,000 pounds of Methyl Paraben NF Grade in 50 kg drums, Palletized. (i) THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotations will not be issued. (ii) The solicitation number and a statement that the solicitation is issued as request for quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquistion Regulation (FAR) and Agriculture Federal Acquistion Regulations supplement (AGARs) can be accessed on the Internet at http://www.arnet.gov/far and http://www.usda.gov/procurement/policy/agar.html (iv) This solicitation is a Small Business set-aside. The associated NAICS code for this effort is 325199 and small business size standard is 1,000 employees. (v) This requirement consist of 1 line item (001 ? Methyl Paraben NF Grade, qty 10,000 pounds, Unit of Issue: 50 kg drums, palletized. (vi) Delivery and acceptance will be FOB destination, Edinburg, TX. Delivery will take place Monday through Friday from 7:00 AM to 3:30 PM. All deliverables must be provided no later than September 30. 2005. (vii) The provision at 52.212.1, Instructions to Offerors ? Commercial, applies to this solicitation. (viii) The provision at 52.212.2, Evaluation ? Commercial Items, applies to this solicitation. (ix) Offerors must include a completed copy of 52.212-3 Offeror Representations and Certifications with the quote. (x) The provision 52.212.4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. (xi) The following text is added to Paragraph (a) of FAR 52.212-2 Evaluation ? Commercial Item, applies to this solicitation. A competitive award will be made to the responsible firm with the quote representing the lowest price technically acceptable offer.
