Description
The Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Precision Engineering Division (PED) in the NIST Manufacturing Engineering Laboratory (MEL), requires a laser with the following characteristics: A 193 nm laser which can also fully operate at 248 nm laser output wavelength The laser must be an excimer laser which can be operated with Argon Fluoride gas or Krypton Flouride gas The laser must be capable of operating at a minimum of 500 Hz repetition rate with an energy stability of better than 3% The pulse width must be at least 10 nm wide duration The minimum power requirements are 4 watts at 193 nm and 8 watts at 248 nm. The laser must be capable of operating at 193.3nm line and exclude the 192 nm line The laser must come with line selecting optics and beam cleaning optics which result in a final bandwidth of less than 5 picometers The laser must be capable of sub-5 picometer operation for both 193 and 248 nm laser operation After substantial market research on the Internet and at multiple conferences, NIST has only identified one source that can provide a product that meets or exceeds the minimum requirements noted above: Lambda Physik. Therefore, the NIST AMD intends to negotiate an open market purchase order on a sole source basis, under the authority of Federal Acquisition Regulation (FAR) 13.106(1)(b), with Lambda Physik to purchase a system that meets or exceeds those specifications unless additional sources that can provide a product that meets or exceeds the above specifications are identified as a result of this sources sought notice. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. This notice of intent is not a request for competitive quotations; however, parties that can provide a product that meets or exceeds the above minimum specifications shall provide a detailed written capability statement to provide evidence to substantiate that claim. Such evidence shall be provided to Joseph.Widdup@nist.gov no later than August 29, 2005; if it cannot be emailed, it may be faxed to Joseph Widdup at fax (301) 975-8884. The Government will then determine whether the procurement for the system noted above could be competed. A determination by the Government whether to compete the proposed acquisition will be based solely upon responses to this notice.
