- On or about Thursday, August 18, 2005, plans and specifications will be available at a cost of $100 per set (certified check or money order, payable to Disbursing Officer, U.S. Postal Service) from Northeast Facility Service Office (FSO), 6 Griffin Road North, Windsor, CT 06006-0300. Plans may be picked up at this address between 8:00 a.m. and 5:00 p.m., Monday through Friday, or by requesting this solicitation package in writing from Margaret M. Zorn, Facilities Contract Specialist, Sr., USPS Northeast FSO, 6 Griffin Road North, Windsor, CT 06006-0300. Work includes, but is not limited to, providing all labor, materials, and equipment to remove approximately 27 roof top units and replace with a new HVAC system for an approximately 100,000 square foot facility at the Portsmouth Processing & Distribution Facility (P&DF), 345 Heritage Avenue, Rockingham County, New Hampshire. The estimated cost of the work is between $1,500,000 and $3,000,000 with construction completion no later than two hundred forty (240) calendar days after receipt of the Notice to Proceed. There will be no pre-proposal meeting for this project. On-site visits can be arranged by contacting Arthur Athanasiou, Plant Maintenance Supervisor, at (603) 427-6223. This is not a formal invitation for bid, therefore, no bid bond or proposal guarantee bond is required. All offerors will be required to submit a Company Health and Safety Plan which will be part of the evaluation process. Prior to award the successful contractor will be required to submit a project specific safety plan and a draft Small, Minority-Owned and Women-Owned Business Enterprise Subcontracting Plan acceptable to the USPS Contracting Officer. Since construction time will exceed sixty (60) days, contractor is bound by Contractors Screening Requirements. The successful offeror will be required to submit a monthly subcontracting report with monthly pay requests.
