- The Bureau of Reclamation has a requirement for services to design, illustrate, text write, fabricate and install interpretive exhibits for the Bill Williams River National Wildlife Refuge (BWRNWR) Headquarters Building and Environmental Education Area. The government intends to award a Firm-Fixed-Price contract with a performance period of 360 days to complete this work. The interpretive exhibits will be designed and fabricated to contain a blend of text, graphics, interactive elements, and casework. An interpretive exhibit plan has been completed for the entire visitor services and environmental education areas of the headquarters building. The exhibit plan identifies a total of 16 interpretive exhibits, brochure racks, and poster display boards. The award will be made to the offeror that provides for the largest number of line items identified within the bid schedule. The work is located at the BWRNWR, approximately 23 miles south of Lake Havasu City, Arizona and about 20 miles north of Parker, Arizona. The Refuge Headquarters is immediately adjacent to US Highway 95, between mileposts 160 and 161. Air service is available to Lake Havasu City. Flying into either Las Vegas or Phoenix and driving to the project location may be more economically feasible. This solicitation is restricted to a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 541430, Graphic Design Services. The size standard is $6.0M. The estimated price range of this project is between $150,000.00 - $200,000.00. The solicitation in the form of a Request for Proposal (RFP), will be issued on or about August 26, 2005 with offers due fifteen (15) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO website to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance to download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
