Description
This is a combined synopsis/solicitation, Request for Quotation INL525089, from which the Government intends to award a firm, fixed price contract for the purchase temporary secretarial services for the period of one year at the U.S. Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation located at Patrick Air Force Base, Florida. All offers must be received by the closing date and time. Late offers will not be considered. EVALUATION AND AWARD: Offers will be evaluated on price and past performance. Offers must include government points of contact for previous held contracts for temporary services with the U.S. government. APPLICABLE PROVISIONS AND CLAUSES: The successful offeror must register in the U.S. Government?s Central Contractor Registration (CCR). The website to register is www.ccr.gov. The following Provisions and Clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. The applicable clauses incorporated by reference under FAR 52.212-5 are 52.203-6, 52.225-13, 52.222-41 and 52.222-43). No additional FAR clauses apply. Each offeror must complete and submit with the offer a signed and dated Standard Form 1449 Solicitation/Contract/Order for Commercial Items (complete blocks 17a, 19 - 24, 30 a - 30c) and the clause FAR 52.212-3. FAR clauses and SF 1449 are available online at http://www.arnet.gov/far/. The following U.S. Department of State Acquisition Regulations (DOSAR) apply to this solicitation: DOSAR 652.225-70 (text provided below), DOSAR 652.237-71 (incorporated by reference), and DOSAR 652.237-72 (incorporated by reference). The Addendum provision DOSAR 652.225-70, ARAB LEAGUE BOYCOTT OF ISRAEL (AUG 1999) is provided in full text below: 652.225-70 ARAB LEAGUE BOYCOTT OF ISRAEL (AUG 1999) (a) Definitions. As used in this provision: Foreign person means any person other than a United States person as defined below. United States person means any United States resident or national (other than an individual resident outside the United States and employed by other than a United States person), any domestic concern (including any permanent domestic establishment of any foreign concern), and any foreign subsidiary or affiliate (including any permanent foreign establishment) of any domestic concern which is controlled in fact by such domestic concern, as provided under the Export Administration Act of 1979, as amended. (b) Certification. By submitting this offer, the offeror certifies that it is not: (1) Taking or knowingly agreeing to take any action, with respect to the boycott of Israel by Arab League countries, which Section 8(a) of the Export Administration Act of 1979, as amended (50 U.S.C. 2407(a)) prohibits a United States person from taking; or, (2) Discriminating in the award of subcontracts on the basis of religion. (END OF PROVISION) STATEMENT OF WORK INTRODUCTION This temporary position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation, Patrick AFB, Florida. The Office of Aviation provides planning, operational and logistical support, and contract oversight for the INL counter-narcotics aviation program in Central and South America. The Office of Aviation performs this mission using a fleet of 170 fixed and rotary wing aircraft, 1000 contractor personnel and 40 Government and Personal Services Contractor (PSC) personnel operating in the United States and various Latin American countries. The incumbent serves as the temporary secretary for the Contracting Officer?s Representative and Contract/Administrative Division. DUTIES Prepares correspondence, reports and other documents. Accurately types correspondence, reports or similar materials from handwritten or electronic drafts using a word processor. Ensures correct grammar, spelling, capitalization, punctuation and appropriate format in documents prepared by self and others. Thoroughly reviews correspondence and other work prepared by others for content, correct grammar, spelling, capitalization, punctuation, and appropriate format. On own initiative, returns such communications to the originator for correction when not in conformance with known policies or correspondence regulations. Drafts replies and routine correspondence and prepares forms which need not be composed by other employees in the office. Schedules meetings, appointments, and conferences in accordance with supervisor?s instructions. Reminds supervisor and others of scheduled events to ensure prompt and timely attendance. Reschedules appointments when it is clear that the supervisor will not be able to make all commitments. Contacts other personnel to attend meetings in lieu of the supervisor, when necessary. Receives phone calls, accurately determines the nature of the request and refers callers to appropriate staff. Follows up on telephone conversations and takes appropriate steps to ensure that necessary action is initiated and subsequently assures that such action is completed as quickly as possible. Follows up and assures proper execution of all commitments made and obligations incurred in telephone conversations, personally make necessary contacts with the officials and individuals concerned. Responsible for ensuring that requests for action or information are made known to responsible staff personnel who can satisfy the request. Decides whether important or emergency matters should be brought to the Supervisor?s attention when absent, but accessible. Composes correspondence on own initiative, typical subjects include administrative matters, letters of acknowledgment, general office and Office of Aviation policies, acceptance of invitations, and cancellation of conferences. Receives and reviews incoming mail, screening those items which can be handled personally and determines which items should be brought to the supervisor?s attention, forwarding the remainder to the staff for action. Reviews outgoing mail for attachments, dates and signatures. Maintains suspense records on all correspondence and action documents and follows up to ensure a timely reply or action. The incumbent is responsible for ensuring that all outgoing correspondence is in the proper format and in conformance with office policy and in correct grammatical composition. As requested or on own initiative, makes careful and exhaustive searches for information difficult to obtain, compiles data, and makes preliminary analysis for the supervisor or other staff officers as appropriate. Prepares correspondence, forms, reports, cables or other documents, utilizing desk top computer word processing systems or typewriter, ensuring correct punctuation, capitalization, spelling, grammar and conformance to style. Maintains office records of various types that may be needed or will assist in the efficient operation of the office. Ensures files have all pertinent documents and signatures. Assists the Time Keeper in maintaining Time and Attendance records for Office of Aviation Staff. KNOWLEDGE REQUIRED Knowledge of English grammar, spelling, punctuation, capitalization and style. Knowledge of standard office equipment such as desktop computers, typewriters, copiers, fax machines, etc., to perform routine clerical and administrative functions. Skill in operating typewriter and word processing equipment. A qualified typist is required. Experience operating desk top computers and software such as word processors (Microsoft Word), graphics, spreadsheets (Microsoft Excel), database management systems, and communications to perform a variety of basic office automation functions. SUPERVISORY CONTROLS The position works under the direct supervision of the Contracting Officer?s Representative (COR) who sets the overall objectives of the work. The COR gives specific assignments with a brief explanation of the assignment?s purpose. The incumbent performs the duties of the job independently, referring only the most complex or very unusual problems to the supervisor or other staff. Many situations and conflicts arise which require the secretary to determine the approach to resolve them. The supervisory review is to ensure that the work of the office is processed promptly and completely in accordance with established priorities. GUIDELINES Written procedural guidelines and general policy guidelines, both written and unwritten, are available, but the application of the guidelines often leaves much to the judgment of the employee. Since many situations are not covered by the guidelines, the incumbent must use judgment to interpret and adapt guidelines to specific situations. COMPLEXITY The incumbent coordinates clerical and administrative work, in the immediate office, and in a number of subordinate offices. Decisions regarding what needs to be done are based on the incumbent?s knowledge of the duties, priorities, commitments, policies, and program goals of the supervisor and staff and involve analysis of the subject or issues involved in many individual situations. SCOPE AND EFFECT The incumbent ensures that the clerical and administrative portions of the supervisor?s work are accomplished effectively, allowing the supervisor to concentrate on professional and managerial duties. The work affects the accuracy and reliability of further processes. PERSONAL CONTACTS Contacts include mid level officials both within the Department of State, Bureau of International Narcotics and Law Enforcement, Office of Aviation, and from other U.S. and foreign agencies. Personal contacts may also include members of the general public seeking information on a variety of matters. PURPOSE OF CONTACTS The incumbent coordinates the work of the office. This includes contact for purposes such as clarifying or exchanging information, scheduling and arranging meetings, coordinating travel arrangements, and providing other office employees with guidance and help on applicable procedures. PHYSICAL DEMANDS The work is sedentary in nature. No unusual physical demands are placed upon the incumbent. WORK ENVIRONMENT The work is performed in a typical office environment.
