- This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through the July 2005 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-04. This acquisition is NOT small business set-aside and the North American Industry Classification System (NAICS) code is 519120. The National Library of Medicine (NLM) is charged with preserving the biomedical literature. The purpose of this requirement is preservation microfilming of brittle volumes. Preservation and Collection Management intends to microfilm about 2,250 volumes in the base year of the purchase order. Work under this purchase order will be performed at the Contractor=s offsite facility. The Contractor shall: 1) Handle material with extreme care to avoid damage; 2) Follow special instructions provided for individual items; 3) Produce technical targets; 4) If needed, and if approved by NLM, disbind volumes; 5) Produce camera masters on high-contrast, continuous-tone, and color microfilm, as specified by NLM; 6) Produce print masters and, when requested, service copies; 7 ) Treat print masters with polysulfide; 8) Perform technical, physical, and page-by-page bibliographic inspection of each camera master. The purchase order term will be September 30, 2005 through August 29, 2006 with options for four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items; FAR 52 212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Request for Quotations (RFQ) Number NLM-05 171-UHP will be available on or about August 29, 2005. Request for RFQ-NLM-05 171-UHP may be obtained by writing to the National Library of Medicine, Office of Acquisitions Management, 8600 Rockville Pike, Building 38A, Room B1N20, Bethesda, Maryland 20894; Attention: Uyen H.
