- This modification to the original synopsis is to change from the intent to solicit, to making the actual solicitation. The actual RFP has been uploaded to this modification. DOCUMENT CAPTURE SUBSYSTEM ENHANCEMENT This posting is for a solicitation for commercial items prepared in accordance with Sub part 12.6, as supplemented with additional information included in this notice. The solicitation number is H94002-05-Q-0007 and is issued as a Request for Proposal (RFP). Copies of the RFP can be downloaded from this posting. Inquiries made during the period from 15 August 2005 through 19 August 2005 must be forwarded by email to dan.poturalski@tma.osd.mil. The cut-off date for inquiries to the RFP is 3 pm MST, 19 August 2005. Responses to inquiries will be forwarded to all Contractors registered in the FBO Interested Vendor List Module (IVL) by 3 pm MST, 24 August 2005. Interested sources shall submit their proposals in accordance with the instructions contained in Section L of the RFP. The Government will choose the proposal that is most advantageous with consideration given to technical factors, performance history (inclusive of three references having received similar services per Section J of the RFP), and price data, in accordance with the provisions contained in Section M of the RFP. FOB Destination shall be Aurora, CO, 80011. This contract action will result in a Firm Fixed Price contract. The selected Contractor shall be registered in Central Contractor Registration (www.ccr.gov) before award can be made. All proposals should be received no later than 3 pm, MST on 29 August 2005. Send all proposals to Mr. Daniel H. Poturalski, Office of the Assistant Secretary of Defense Health Affairs, TRICARE Management Activity, 16401 East Centretech Parkway, Aurora, Colorado 80011-9066, or by facsimile to (303) 676-3987. Facsimile proposals should be followed with the original signed hardcopy forwarded to the address stated above. The proposal submitted by the Contractor against this requirement shall clearly state the following: Request for Proposal Number; Time specified for receipt of offers; Name, Address; Telephone number of Offeror Point of Contact; Terms of warranty; Price and Discount terms; and acknowledgement of all proposal amendments (if applicable). TRICARE requires the following: INTRODUCTION TRICARE is the name of the Department of Defense?s managed health care program for active duty military, active duty service families, retirees and their families, and other beneficiaries. The TRICARE Management Activity (TMA) E-Commerce System is a centralized Enterprise Resource Planning (ERP) system that provides contracting, accounting, and budgeting functions for TMA. BACKGROUND The TMA E-Commerce project plans to update an existing document capture sub-system that is currently deployed in a centralized environment at TMA?s facility in Aurora, Colorado. The existing system consists of 2 high speed scanners that process a total of about 10,000 paper pages per month. The current document capture sub-system is based on a desktop class scanning package. PURPOSE TMA desires to modify the existing document capture sub-system in order to: - Reduce the resource effort and user interaction currently required to process, scan, OCR, and load paper documents into Documentum. - Improve Quality Control (QC) review to allow for easier correction of errors. - Reduce or eliminate the need for the existing manual intervention and work- arounds relating to scanning and OCR processing of: graybar reports, documents that are greater than 1,000 pages in length, highlighted text, and printed forms. - Improve the integration of the document capture sub-system with the existing Documentum Electronic Document Management System (EDMS) Server by automatically initiating loads and workflows. The solicitation will require software, hardware, installation, integration support, and training to meet the Government?s requirements of the RFP and Statement of Work. Installation shall be inclusive of but not limited to any design engineering, programming, documentation, warranties and labor to accommodate the proper working and integration of all systems. Training as necessary per the requirements of the RFP and Statement of Work and shall include manuals as appropriate. The individuals completing the training will be required to evidence the adequacy of the training provided. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The selected contractor must comply with the following commercial item terms and conditions: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation ? Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212.5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Deviation). Pursuant to FAR Clause 52.212.5 the following clauses are hereby incorporated by reference: FAR 52.203-6 Restrictions on Subcontractor Sales to the Government; FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. The selected offeror MUST submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items. In the event of any conflict between the above incorporated terms and conditions and those contained in the RFP, precedence is given to the latter.
