- The United States Army Medical Research Acquisition Activity (USAMRAA) intends to award a contract on a sole-source basis to Pharmaccess International, Amsterdam, Netherlands, pursuant to FAR 6.302-1, to acquire the following unique capabilities for the Division of Retrovirologys (Walter Reed Army Institute of Research) work in Tanzania: (1) management and oversight of the implementation of a comprehensive HIV-1 disease prevention, care and treatment program with the Tanzanian Peoples Defense Force s (TPDF) with funding from the Presidents Emergency Plan for AIDS Relief (EP); (2) implementatio of military-wide prevention programs; (3) initiation of counseling, testing, and prevention of transmission of mother to child services at seven military heal th facilities; and (4) introduction of antiretroviral drug treatment (ADT) at two additional military hospitals. This action is being pursued on a sole-source basis because the Government believes that Pharmaccess offers the following unique capabilities not otherwise available to the Government: (1) implementation of a complete ART program in Tanzania to include identification and treatment of pregnant women, screening and treatment of new TPDF recruits; (2) provide support infrastructure and conduct ren ovations and outfitting of clinical facilities to support ART treatment; (3) conduct budget and activity reporting and program planning compliant with the EP for Tanzania. PharmAccess has demonstrated the capacity to conduct ART programs in resource-poor/ limited areas. PharmAccess has an established three-year relationship with the TPDF, Tanzanias military, in implementing ART at the large military hospital, Lugalo, in Dar es Salaam. The vendor provides clinical expertise and guidelines for care and tre atment of persons on ART based on World Health Organization (WHO) guidelines as adapted to local conditions. PharmAccess is the Congressionally Notified (CN) vendor for the procurement and distribution of branded and generic ART medications in conjunction with the EP. PharmAccess is the only CN vendor with demonstrated experience in Tanzania. USAMRAA intends to award this requirement under Simplified Acquisition Procedures. A firm-fixed-price type award is planned. The anticipated period of performance is for a base period of 12 months (1 September 2005 to 31 August 2006) and four one-year option periods.
