Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration intends to negotiate on a sole source basis with Bureau Van Dijk Electronic Publishing, Inc. (BvDEP). This requirement is being advertised under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, citing 10 U.S.C.2304.(c)(1) or 41 U.S.C. 253.(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. (BvDEP) shall provide the Bureau of Economic Analysis (BEA) a one year license for its Amadeus database on CD Rom, with twelve monthly updates. Amadeus is a comprehensive, pan-European database containing financial information on 7 million public and private companies in 38 European countries. It combines data from over 35 information providers (IPs). The Amadeus database provides up to 10 years of detailed information including consolidated statements, when available, in a standardized financial format comprising 23 balance sheet items, 25 profit and loss account items and 26 ratios. The descriptive information includes: official national identification number, address, telephone, fax, website, legal form, year of incorporation, senior managers, auditors, number of employees, quoted/unquoted indicator, industry and activity codes and, when available, a trade description in the local language and English. Amadeus is the only database to include only the officially filed accounts of European companies; all financial accounts on are standardized to display a common set of line items in the balance sheet and income statement allowing for easy comparison of companies across borders; Amadeus offers 2 search formats, the Quick multi-step search provides one screen searching using the 11 most popular criteria for fast answers to basic queries and the expert mode which has over 100 search criteria and features such things as Boolean logic (and, or, not) and times series searching. This integral analysis software allows the user to compare companies against each other and produce tables and graphs to illustrate the results which can be downloaded, European industry codes are cross-referenced to U.S. industry codes (SIC, NAICS, etc.), allowing U.S. users of Amadeus to identify European companies using the codes they are familiar with. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. A written affirmative response must be received no later than fifteen days after the publication of this synopsis. The solicitation will be issued as a Request for Quote (RFQ) utilizing Federal Acquisition Regulations, Part 13 Simplified Acquisition Procedures. The agency anticipates the award of a firm fixed purchase order. The period of performance shall be for twelve months with two twelve month option periods.
