Description

The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Polymers Division, intends to negotiate, on a sole source basis under the authority of FAR 13.106(1) (b), with the American Dental Association Health Foundation, Chicago, IL a requirement to conduct laboratory studies to identify a new SRM that modifies the current ISO method for abrasive standards for oral dentifrices to relate abrasion to a physical property such as mass loss of the brushed substrate with appropriate new substrates that are amenable to this method, which shall allow the abrasivity of an abrasive powder to be determined by loss of mass of the brushed substrate rather than comparison to an arbitrary standard. This work is to complete the development of new substrates for abrasion testing and a modified method that is more reproducible than the current ISO method. The NAICS code is 541710 with a size standard of 500 employees. The developed method shall be (1) reproducible, (2) Inexpensive, (3) use non-radioactive materials, and (4) Useable in the V-8 Cross Brushing Machine identified by the current ISO standards.****The period of performance shall be one (1) year from the date of award.***The Government anticipates the award of a fixed price purchase order. This notice of intent is not a request for competitive quotations and no solicitation package will be issued. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement (See notes 22 and 26).
