- NASA/LaRC has a requirement for Scenario-Based Strategy Development as part of a strategic planning process for NASA Langley Research Center. NASA/LaRC intends to purchase the items from The Futures Strategy Group. The Futures Strategy Group provides customized scenarios, interviews, and workshops which are required for the Langley Resarch Center to be responsibe to the Agency's technology needs over the next 20 years. The object of this task is in support of a scenario-based strategic planning activity at NASA Langley Research Center. The activity is to be carried out in three phases. Phase one is the development phase, which includes interviews with employees, customers, partners, etc.; phase two would involve extending the workshops to customers, stakeholders, partners, and other Centers; and phase three involves ongoing development and analysis. The Futures Stragegy Group has provided for these customized scenarios in the past and with similar alignment and results from similar activities, it is in the best interest of the Government to procure these items from The Futures Strategy Group, as to maintain continuity. Authority for sole source is FAR 13.106-1. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 8/24/2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
