The U S Naval Academy has the following requirement for two (2) Nursery Attendents: BACKGROUND: There currently is the need to provide approved nursery care for infants up to 3 years of age, for worshipers attending the 0830 Protestant Service, 0900 Roman Catholic Mass, 1100 General Protestant Service, 1130 Roman Catholic Mass. And to provide the same for those members attending religious education programs during the time frame of 0800-1300 on Sundays. This is in support of U S Naval Academy (USNA?s) Chapel Centennial Renaissance, which includes service to more members of the military community surrounding USNA. CONTRACT REQUIREMENTS: Background checks shall be required of all potential contractors prior to award. All contractors shall provide at their expense a Form # CJIS 011, Criminal History Record Check and Disclosure Statement from the State of Maryland. Contractors must be State and FBI cleared, this application shall be provided when solicitation is sent out. All personnel must write sign and have on file a statement they have not been found guilty of domestic violence or child abuse. All Nursery employees must have certification and documentation of infant and child CPR training. Those employed in the field of childcare having current certification shall be given priority status in the hiring process due to having completed background checks, FBI clearance and certification of infant and child CPR training and shall provide copies of certification and CPR training. Potential contractors shall be registered in the Central Contractor?s Registration Database prior to award. CONTRACT TERMS Separate Purchase Orders shall be awarded to two (2) fully trained and cleared Nursery Contract employees shall be hired with an annual contract for 5 hours per Sunday for 52 weeks in the year. Six weeks notice in writing must be given when any change in the contract is made. STATEMENT OF WORK: USNA Nursery Contract Employees shall work from 0800 to 1300 on each Sunday of the year. Notice of illness is to be made to the Volunteer Coordinator. Payment is forfeited if the employee is absent for any reason. The Duty Religious Program Specialist shall be responsible for opening the Nursery on Sundays and securing the Nursery after its use. The Nursery employees are responsible for rigging and unrigging the room when it is used for other activities during the week. USNA Nursery employees shall supervise volunteers. We seek to provide a 10:1 ratio of children to child caregiver. Thus, volunteers shall be used to provide additional assistance to the Nursery employees. Volunteers who have not been certified are permissible when supervised by employees who are fully certified. This supervision must be in the form of continual line-of-sight between qualified employees and volunteers. Nursery employees shall be the only ones permitted to check children in and out of the Nursery. Children shall be signed in to the Nursery a few minutes prior to Worship Service/ Christian Education Class. Parents shall provide a way of being contacted during their morning activity (cell phone, pew number, class room location). Children shall be picked up by the individual who checked them in- immediately at the conclusion of the parents? religious activity. A system of recording names and responsible parties of children shall be devised and followed. Nursery contract Employees shall also perform all diaper changes and trips to the bathroom. SUPERVISION: Nursery Contract Employees shall be supervised by a Chaplain assigned to the United States Naval Academy, assisted by a Volunteer Nursery Coordinator who is a member of the USNA Chapel community. This solicitation shall close on 16 August 2005 at 3:30 PM. This is a 100% small business set-a-side.
