- The U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, Center for Substance Abuse Prevention through the Program Support Center, plans to award a 12 month sole source simplified , fixed price acquisition to the National Association for Children of Alcoholics (NACoA), 11426 Rockville Pike, Ste 100, Rockville Maryland 20852 to implement the Children Program Kit. NACoA developed the Children?s Program Kit for SAMHSA. The purpose of the acquisition is to pilot the Children?s Program Kit with children whose parents are involved in their treatment programs. The Contractor shall provide training and technical assistance to 4-10 community coalitions currently engaged in substance abuse prevention efforts on working with a treatment provider in their area to implement the Children?s Program Kit with children whose parents are undergoing treatment in their program. The Contractor shall create a work plan which includes how coalitions will be selected and agendas for training; provide training for selected coalitions on issues facing children of alcoholics and drug abusers and how this affects their community, understanding the role of prevention in treatment and implementing the Children?s Program Kit, and provide technical assistance for selected coalitions on topics such as Engaging local treatment providers to utilize the Children?s Program Kit; establishing the coalition role during implementation and respecting confidentiality guidelines. The Contractor shall document the implementation of the Children?s Program Kit with regard to its usefulness in the treatment setting, cultural appropriateness, and effectiveness of program content and probability of achieving desired outcomes. The Contractor shall complete a final report summarizing all findings regarding the implementation of the Children?s Program Kit including the following: using community coalitions as the link to local treatment programs for implementation; usefulness in the treatment setting; cultural appropriateness; effectiveness of program content; probability of achieving desired outcomes, lessons learned and recommendations for future action. The Contractor shall also create a Guide to Incorporating Prevention Programs into Family Treatment. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE. THIS ACQUISITION IS BEING POSTED IN ACCORDANCE WITH FAR 5.201(b) (1). IN ACCORDANCE WITH FAR 19.502-2(a), THE CONTRACTING OFFICER HAS DETERMINED THAT THERE IS NOT A REASONABLE EXPECTATION OF OBTAINING OFFERS FROM TWO OR MORE RESPONSIBLE SMALL BUSINESS CONCERNS THAT ARE COMPETITIVE IN TERMS OF MARKET PRICE, QUALITY AND DELIVERY; INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. NO SOLICITATION IS AVAILABLE.
