- The Centers for Disease Control and Prevention intends to award, ona sole source basis to a vendor that will develop a special issue of the Maternal and Child Health Journal dedicated to American Indian and Alaska Native Health. The purpose of this project is an ongoing effort by CDC?s Division of Reproductive Health (DRH) to provide much-needed leadership to improve both AI/AN maternal and child health (MCH) research and to build relationships and tribal public health infrastructure to better address health needs, CDC/DRH will support production of a special AI/AN issue of the MCHJ. The Primary Aim of the project is to produce a special issue of the Maternal and Child Health Journal dedicated to AI/AN maternal and infant health, including: morbidity and mortality; healthcare infrastructure; risk reduction; and surveillance.The Secondary Aims of this project are to accomplish the following: 1. Through the literature review, study reports, and commentaries in the AI/AN issue of the MCHJ, publicize the unacceptable health disparities of AI/AN mothers and infants. 2. Develop capacity among AI/AN researchers by providing a publication opportunity and technical assistance to develop and produce manuscripts. 3. By highlighting the health isses and research gaps that contribute to the substantial health inequities experienced by AI/AN mothers and infants, help catalyze the collaboration and research needed to redress them. The editor will oversee all phases of the project from developing manuscript criteria and instructions for authors, to coordinating internal and external review processes, to working intensively with authors to finalize manuscripts. The editor will dedicate 800 hours to this project.?The journal issue will include papers on maternal and infant morbidity and mortality; healthcare infrastructure; risk reduction; and surveillance. To develop capacity among AI/AN researchers, a theme editor will assist contributors in developing and finalizing manuscripts. The incumbent contractor will serve as theme editor of the MCHJ special issue. To insure the successful production of this special issue, the contractor must possess the following qualifications and experience: (1) theme editor of a previous issue of the MCHJ; (2) senior-level research, publication and editorial experience in the topic areas; (3) substantial experience mentoring professionals in the preparation of manuscript submissions for peer-reviewed MCH journals; and, (4) familiarity with MCH issues among AI/AN. The incumbent is the only contractor who meets all of these requirements. She served as theme editor for a 2002 issue of the MCHJ that described current knowledge regarding maternal morbidity and public health interventions to improve maternal health. She was chief scientist for CDC/DRH for eight years where she conducted final scientific review of all manuscripts and protocols. In addition, she identified scientific training needs and conducted training seminars and oversaw post-graduate trainees in applied epidemiology. Over her career, she has published more than 20 MCH articles in peer-reviewed journals. Currently, as a professor in the Department of MCH, School of Public Health, University of Alabama, she teaches courses in MCH epidemiology. This year she co-authored a text on perinatal epidemiology and conducted an evaluation of surveillance for maternal and infant morbidity among AI/AN. Specific tasks: 1. In collaboration with the project manager, develop a detailed workplan and timeline for production of the special AI/AN MCHJ. 2. Coordinate communication and collaboration with MCHJ editors. 3. Lead the intramural planning team to identify skills needed in editorial board members and assist in composing the editorial board. 4. Lead editorial board in all phases of the project from determining appropriate content, to identifying potential contributors, to developing the journal issue. 5. Determine strategies to promote participation of AI/AN contributors and oversee the process to reach and engage potential AI/AN contributors. 6. Determine manuscript criteria and prepare instructions for authors. 7. Direct process of identifying peer-reviewers for submissions and coordinate the extramural review process. 8. Work with accepted authors through a series of draft manuscripts to make the manuscripts journal ready. 9. Review galleys for accuracy and correspond with publisher and authors to finalize manuscripts for publication. Time line: The special AI/AN MCHJ issue will be finalized and ready for publication by August 15, 2006. A determination by the Government not to compete the proposed acquisition based upon responses to this??notice is solely within the discretion of the Government. All vendors are required to be registered in the Central Contractor Registration (CCR) prior to award of a Federal contract. This procurement will be processed??under the authority of FAR 6.302-1.??Only one responsible source and no other supplies or services will satisfy agency requirements.??The proposed contract action is for supplies and services for which the Government intends to solicit and??negotiate with only one source under authority of FAR 6.302.??
