- The Office of Thrift Supervision (OTS) intends to negotiate a sole source contract with American Bankers Association (ABA), 1120 Connecticut Avenue, NW, Washington, DC 20036 for an Online Review Session to help its examiners prepare for the Certified Regulatory Compliance Manager Examination and (for those who wish to sit for it) the Institute of Certified Banker?s Certified Regulatory Compliance Manager (CRCM) Examination. OTS examiners are based in field offices across the country and spend much of their time at financial institutions completing onsite examinations. The OTS seeks a solution that would help its examiners prepare for these exams without incurring significant travel expenses and time out of the office. The Online Review Session must be an existing online session that includes all necessary regulatory information and can accommodate up to 100 concurrent users and will include a Reference Guide to Regulatory Compliance. The first review session will be in September and last 8 weeks so that participants finish before the November 4, 2005 administration of the exams with a second session scheduled in April 2005. Responses in response to this notice should include 1. Price Proposal?a firm fixed price for the Online Review Session. 2. Technical proposal?literature describing the Online Review Session. 3. Past Performance Information. The base period of performance will be date of award through12 months thereafter plus one-twelve month option period with an additional option period for up to six months. Responsible firms may submit a written response to this notice. Oral quotes will not be accepted. The OTS intends to award an indefinite delivery-indefinite quantity contract with fixed price billing only after determining the ABA? proposal to be the most advantageous means of satisfying the Government?s requirement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons must identify their interest and capability to respond to the requirement or submit quotations in writing. This notice of intent is not a request for competitive quotations. However, all written quotations received with pricing and sufficient technical documentation to establish a bonafide capacity to meet the requirement received by Friday August 12, 2005 by 2:00PM EST will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive proposals and no solicitation document is available. If this procurement is competed, no additional synopsis will be published and a request for quotation will only be forwarded to the intended vendor and firms that respond to this synopsis of intent.
