- The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD) China Lake CA intends to procure airborne video encoders/compressors and ground decoders on the basis of full and open competition after exclusion of sources. The government requires this telemetry hardware in support of NAVAIR WD flight testing. The encoders/compressors shall provide for the following capabilities and characteristics: MPEG II (or higher) or Wavelet color video encoder or H.264 algorithm, one video input capability minimum, built in two channel audio, clock and NRZ-L serial data output at up to 10 Mbps (single ended and RS-422 selectable), forward error correction, standard NTSC composite video input (525 lines), RS232 interface for configuration and setup (or equivalent), external clock capability (user selectable), 75 Ohm video input termination on/off capability, airborne qualified, a maximum volume of 75 cubic inches, +28 volts direct current (VDC) input power, and 60 Watts max power. The operating environmental requirements must meet or exceed the full flight envelope of the flight test aircraft in accordance with (IAW) MIL-STD-810F. The environmental requirements include, but are not limited to: temperature of -40 to +85 degrees Celsius; vibration capability IAW MIL-STD-810F method 514.5; shockcapability of 40 G minimum, half-sine, 11 msec, three axis; and static load capability of 13.5 G with no permanent deformation, 27 G with no structural failure. The decoders shall provide for the following capabilities and characteristics: 19-inch rack mount or PCI card MPEG, H.264 or Wavelet video decoder; standard NTSC Composite video output; front panel, RS-232, or PC software capability for configuration and setup; and two channel audio output. The proposed contract type is a firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ). The minimum quantities to be procured are 6 encoders/compressors and 3 decoders. The maximum quantities to be procured are 20 encoders/compressors and 10 decoders. The anticipated contract ordering period is five years. All deliveries will be made FOB destination to China Lake CA 90 days after order. The North American Industrial Classification System (NAICS) code is 334220; the size standard is 750 employees. The solicitation will be issued on or about 25 Aug 05 and will be available at the Federal Business Opportunities (FBO) website at http://vsearch2.eps.gov/servlet/SearchServlet.
