Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Mental Health Services Prevention, (CMHS), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to the National Asian American Pacific Mental Health Association, 1215 19th St., Suite A, Denver, CO 80202. The anticipated date of award is August 23, 2005. The contractor shall: Utilize technology to conduct focus groups with experts (both professional and lay) in the area of AAPI youth and families to identify the unique and pressing mental health service needs of AAPI children, adolescents, and families. Develop a training curriculum for psychology and social work interns and psychiatric residents with on how to conduct culturally informed assessments and develop appropriate intervention strategies with a range of AAPI populations. The contractor shall develop a project work plan outlining dates for proposed meetings, focus groups and follow up with the experts in the area of youth and families and advocates of families. The plan will ensure the involvement of experts in AAPI CAF issues in the planning, analysis, and evaluation stages of this project. Once the project plan is approved by the Project Officer (PO), the contractor shall implement the work plan. The work plan will include, but is not limited to, the following subtasks: Plan and conduct virtual or in-person focus groups. Prepare a summary report of focus group findings. Use focus group findings and expert consultation to evaluate the existing Growing Our Own curriculum for its applicability and utility for AAPI CAF. Develop new modules or adapt existing training modules to help trainees learn how to work effectively with AAPI CAF. Circulate the draft curriculum for review by relevant stakeholders, including academicians, providers, and AAPI CAF advocates. Finalize an AAPI CAF curriculum for clinical trainees in social work, psychology, and psychiatry. Draft a plan for piloting the curriculum in real world academic and clinical training settings. The contractor shall prepare quarterly overviews of the project and progress reports. These may be presented to CMHS staff and other venues as deemed appropriate by the contractor and PO. The progress report shall include a discussion of what progress has been made to date, problems encountered, and proposed or enacted solutions. The contractor shall provide a completed training curriculum for mental health providers on how to work with AAPI CAF together with a final report summarizing the curriculum development process. The report will also include a summary of the focus group findings, a description of accomplishments and problems encountered during contract execution, a descriptions of the strengths and limitations of the new curriculum, and a proposed plan for piloting the curriculum in real world settings. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
