Description
This is a sole source combined synopsis/solicitation for services prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Part 12, Acquisition of Commercial Items, as supplemented with additional information included in this notice. This is not a request for competitive proposals and no solicitation is available. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. A determination by the Government not to compete the proposed actions based on responses to this notice is solely within its discretion. This also serves as a notice of intent to award on a sole source basis (Ref. FAR 6.301-2, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements), with Dr. Balgobin Nandram on other than a full and open competitive basis because they are the only known source able to provide the required services most cost effectively. By virtue, Dr. Nandram is uniquely qualified and capable of carrying out the requirements of the proposed purchase order. The offeror shall provide the following: 1. Provide technical txpertise in model selection for he non-response or small area estimation. 2. Model selection procedure will be carried out t select the better fitting models among set of competing models. This will involve simulation and variance measures. 3. On the selected model, residual analysis will be done to assess the goodness of fit using cross validation. This is both a mathematical and computation task for the model investigation since the components do not exist in a closed form. 4. investigate robustness to the assumptions associated with the models. 5. Perform simulation studies to assiess the accuracy of the selected model using quantities like mean squared error. 6. use an appropariate variable from the National Center Health Statistics(NCHS) survey data to demonstrate the procedures. 7. Outline a set of criteria for the comparison of alternative methods 8. make recommendations for further research regarding analysis of NCHS data with non-ignorable ono-responses. A firm-fixed price contract will be awarded as a result of this solicitation.
