- This is a formal public announcement, in accordance with OMB Circular A-76 (Revised May 29, 2003), that the Department of Education (ED), Office of the Undersecretary, in conjunction with the Office of the Chief Information Officer, will conduct an A-76 Streamlined Competition for the Education Data Exchange Network (EDEN) help desk support function located in the Washington, DC metropolitan area. The service provider (SP) shall assist ED in providing customer support to the EDEN data suppliers, including State Education Agencies, survey respondents, schools, and others. It is expected that the comprehensive support services shall include a Technical Help Desk and Web Page Management. The Technical Help Desk shall provide tier one (1), two (2), and three (3) level of technical support to ED partners, State and Local education agencies and third parties, as designated. The goal of the Technical Help Desk support is to provide quality support through a full range of interaction channels, including a 1-800 number and e-mail, while meeting and exceeding established levels of service. The SP shall provide customers with a single point of contact for service requests, resolution of IT-related issues, and general user administration. The SP shall also develop and implement a Service Desk Management Methodology that is consistent with applicable current industry standards. The SP shall provide comprehensive webpage management services to support the management of the Performance Based Data Management Initiative (PBDMI) webpage. The purpose of the study is to determine the most efficient and cost effective method of providing these services for the Department. The work is currently performed by 30 FTE from EDS Corporation and Dynamic Systems Technology. An agency may develop an estimated contract price for performing the activity with a private sector source using documented market research or soliciting cost proposals in accordance with the FAR. ED will use documented market research for this Streamlined Competition. In accordance with A-76, ED will complete a Streamlined Competition Form to compare the estimated cost of agency performance with the estimated cost of private sector or public reimbursable performance. This is not a request for proposals and in no way obligates the Government to award a contract. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. No solicitation exists at this time. Any solicitation resulting from this Streamlined Competition will be made available on www.fedbizopps.gov if and when it is released. The projected end date of the streamlined competition is on or before October 31, 2005. The ED Competitive Sourcing Official is Jack Martin; the Contracting Officer is Gary Weaver; the Agency Tender Official is Alex Koudry.
