- NASA/KSC has a requirement for: Windchill PDMLINK & PROJECTLINK software and maintenance - 9 HEAVY and 18 LIGHT user licenses, Windchill Visualization Adapter Starter Package, DPDM and change management pre-configured install and setup, and 40 web-based training subscriptions and maintenance. NASA/KSC intends to purchase the items from PARAMETRIC TECHNOLOGY CORPORATION (PTC) of Needham, MA. PTC is the sole manufacturer of Windchill software and is the only direct seller to the Government. The Windchill software and services requested must be 100% compatible with existing software and services. It will be used to manage Pro-E (which is also manufactured by PTC) data and project documentation. It will also be used as a preliminary repository for Exploration program/project data. The Exploration Support Mission Directorate (ESMD) at NASA Headquarters has mandated that all Exploration data and documentation be placed on their Windchill system. Windchill is currently in use at HQ, JSC, MSFC, SSC, and GRC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. EST on August 10, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
