- Marine Corps Systems Command (MCSC) intends to negotiate and award a sole-source contract to Carlisle Research, Incorporated (CRI), Van Nuys, California for non-personal services for the life-cycle software management and upgrade of the USMC?s AN/TYQ-23(V)4 Tactical Air Operations Module (TAOM) main computer software. The AN/TYQ-23(V)4 is a transportable, modularized, automated command and control element that provides automatic acquisition, identification, and tracking of all aircraft, Air Breathing Targets (ABT) and Theater Ballistic Missiles (TBM) and directs air defense for its area of responsibility. The USMC has adopted the main computer software program developed by the United States Air Force (USAF) Ground Theater Air Control System (GTACS) Software Consortium for the USAF Modular Control Equipment (MCE), a separate version of the AN/TYQ-23 TAOM. This allows the USMC to leverage software development and Joint Interoperability Testing and Certification for Li! nk-16 the USAF has accomplished. CRI is one of the major contributors to the USAF GTACS Software Consortium. The initial step in the combination of these programs was accomplished under CRI contract M67854-00-C-2108 and additional collaborative efforts were accomplished under CRI contract M67854-03-D-2011. This effort is follow-on to the previous contracts. The GTACS Software Consortium has developed additional capabilities, which have application to the USMC TAOM main computer software. This new USAF version, T6.0, is to be integrated with the Marine Corps? T5.1 to provide the TAOM with enhanced capabilities. The support will include maintaining the AN/TYQ-23 main computer software program configuration and developing updated software releases for the USMC. The contract will encompass engineering studies and analyses, preparation of software modifications and releases, informal and formal testing of software releases, and updating software configuration documentationto reflect the updated software programs, and maintenance of the system software test bed. The Government anticipates a contract period of one year with four (4) option years. No RFP is available for competitive bidding; however, interested parties are encouraged to submit a statement of capability for satisfying the requirement. No telephonic requests will be accepted. All communications shall be in writing to the Contracting Officer. Proprietary information shall be clearly identified. Numbered note #22 applies.
