This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Naval Sea Systems Command (NAVSEA) intends to award sole-source contract N00024-05-C-4316 to ITT Gilfillan (ITTG) Division, of 7821 Orion Avenue, Van Nuys, CA 91409. This contract provides for the procurement of engineering and technical services to design, develop, and integrate the AN/SPS-48 Radar Obsolescence and Availability Recovery (ROAR), and build, test, and deliver up to five AN/SPS-48 ROAR modification kits (one First Article, and up to four pre-production kits). This is a base contract with FY07 options for the First Article and pre-production kits, associated support hardware, and engineering services. These kits are needed to support Ships Construction, Navy and Other Procurement, Navy delivery schedules for the AN/SPS ? 48 (V) Radar System. All materials and services incidental to such work (repair parts, components, accessories, documentation, associated tools, packing, packaging, marking of end items, etc.) are also included. This contract will containboth cost-plus-fixed-fee (CPFF) and cost-plus-award-fee (CPAF) line items. ITTG is the original designer, developer, and sole manufacturer of the AN/SPS-48 Radar System. Therefore, no other firm possesses the technical expertise necessary to perform the work that will be required by the Government. The contract will be issued pursuant to 10 U.S.C. 2304(c)(1). ?Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements.? This synopsis is for informational purposes only and the benefit of potential subcontractors. The government intends to solicit and negotiate only with the source identified herein.
