Description
U.S. Army Space and Missile Command/ Army Strategic Command (SMDC/ARSTRAT) intends to issue a contract to Glowlink Communications Technology, Incorporated, Los Altos, CA through solicitation no. W91260-05-T-0010 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitions. Glowlink Communications Technology, Incorporated will be providing this command with Glowlink MS100 Software Client licenses and training on the existing Glowlink system. The required licensing and training, consists of: (1) License for four MS100 Clients for use during the training course including pre-training installation, integration and setup onto customer-furnished PC terminals. Clients to remain installed on PC terminals for post-training operations an d use with the MS system for one year. (2) Expansion and tailoring of training materials for 1st Battalion. Expands basic and detailed MS100 Monitoring Station operations training and adds materials for hands-on exercises. (3) Provide 5-day training cours e for up to five (5) students. Instruction-based training to provide a refresher for those familiar with the system and anyone new to the system. Includes three full days dedicated for supervised, hands-on student exercises and operations. Instruction an d supervised, hands-on training to be conducted at Colorado Springs, Colorado facility using S100 equipment providing a satellite downlink signal.Period of performance for this the license will be one year from the date of award. Period of performance for expansion and tailoring of training materiials will be a three-week period to be determined. Period of performance for the five-day training period is to be determined. This is a combined synopsis/solicitation for commercial items prepared in accordance with the forma t in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. The proposed contract action is for MS100 licenses and training for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Glowlink Communicati ons Technology, Incorporated holds the license and modification rights to Standard Glowlink Model 1000 Satellite Spectrum Monitoring System and Glowlink MS100 Monitoring Station software and is the only known source for training support. A justification fo r Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212- 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal.
