Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research and Applications Branch (SRAB) plans to contract on a sole source basis with Instituto Superiore di Sanita, Viale Regena Elena, 229, Rome, Italy for: Improving Incidence and Prevalence Estimates in US at State Level: implementing new survival methods. The acquisition is being conducted under the simplified acquisition procedures authorized in FAR Part 13. The North American Industry Classification System Code is 541990 and the business size standard is $6M. Background: The statistical method denoted MIAMOD (Mortality Incidence Analysis MODel) has been developed by researchers from the Instituto Superiore di Sanit? in Rome, Italy. The MIAMOD method involves estimating incidence and prevalence from mortality and survival. Mortality data is available for the entire US at state level. Survival can be estimated at state level by applying an ecologic regression model of SEER survival on social-economical variables available at national level. A previous study ?Projection of breast cancer incidence and prevalence in US at state level? was funded to investigate the performance of the PIAMOD/MIAMOD methodology in estimating breast cancer prevalence at states (smaller areas than nationally) and to provide breast cancer prevalence at the state level. The Statistical Research and Applications Branch in the DCCPS at NCI, is interested in obtaining estimates of cancer prevalence at the state level. These estimates are going to be published on the State Cancer Profiles Web site. The Instituto Superiore di Sanita under the direction of Dr. Roberta De Angelis will be responsible for managing and conducting the research. Dr. De Angelis and her team of researchers are leading experts in the development of the methods and application for estimating chronic diseases incidence and prevalence. They developed the software (MIAMOD/PIAMOD) necessary to calculate the required incidence and prevalence data. This software has also been extensively applied to cancer data from Italy, Europe and SEER. The Instituto Superiore di Sanita, Centro Nazionale di Epidemiologia is the only known source to the NCI that can successfully complete this project. Period of Performance: one year from date of award. This is a notice of intent not a request for competitive quotation. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements herein. Capability statements must be received in the contracting office by 1:00 PM EDT on August 19, 2005.
