Description
The Health Resources and Services Administration intends to negotiate on a SOLE SOURCE basis with the Rural Health Policy Center at Penn State College of Medicine, 600 Centerview Drive, Suite 5301, PO Box 855, Hershey, PA 17033. The purpose of this contract is to obtain technical assistance for grantees in the 2nd phase of the Delta States Rural Development Grant. The Penn State College of Medicine? Rural Health Policy Center (RHPC) has served as the National Program Office of the Robert Wood Johnson Foundation?s Southern Rural Access Program since 1997. The Southern Rural Access Program grantees and partners have played a significant role in the Delta States program. Since 2002, the RHPC has also served as a subcontractor under a Georgia Health Policy Center contractor to provide technical assistance to the Delta States grantees and other key rural health partners in all eight of the Delta States. From 2002-2004, the RHPC staff played important leadership roles in planning conference calls and convening of workshops for Delta States grantees. They have considerable expertise and a positive history in helping rural health agencies leverage additional public and private resources. The RHPC staff has been involved with the Delta States program since its inception in 2001 and has a deep understanding of both of it?s initial thrust and how it has evolved over the past four years. Because of their association with the Robert Wood Johnson Foundation, Penn State College of Medicine Rural Health Policy Center has offered to provide a substantial portion of these services as an in-kind contribution. (The Government would not have to pay the full cost of a resulting contract). This in-kind contribution will result in substantial savings to the Government which would not be expected to be recovered through competition. The anticipated period of performance for a resulting contract would be one base year with 4 option years from the effective date of the contract. This will be a cost sharing type contract. The statutory authority for sole sourcing is 41USC 254 (c)(1), as set forth in FAR 6.302-1 (ii) (A), ?it is likely that an award to any other service would result in ?(A) substantial duplication of cost to the Government that is not expected to be recovered through competition.? A Justification for Other than Full and Open Competition has been prepared by the Government. This notice of intent is for informational purposes only, and is not a request for competitive proposals. See Numbered Note 22.
