Description
The Chemical Science and Technology Laboratory (CSTL) of National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with the Institute of Energy Problems of Chemical Physics of Russian Academy of Sciences (IEPCP) of Moscow, Russia to provide UV spectral data from all available open publications for each compound up to a maximum of 1500 compounds found in the database having a literature UV spectrum which shall include the following: (1) a literature citation as to the source of the UV spectrum; (2) documentation of the conditions of the measurement (phase, concentration, instrument, resolution, frequency range, special measurement conditions etc.; (3) hard copy of the spectrum; and (4) electronic copy of the spectrum. CSTL requires the UV spectral data for the inclusion in the NIST chemistry Web Book. The database of UV spectra is the sole and exclusive property of IEPCP, therefore is the only source that NIS has identified that can provide the spectral data in the format that can be integrated into NIST?s Web-book. ****** The period of performance shall six (6) months from date of order acceptance. *****The North American Industry Classification System (NAICS) code for this requirement is 541710, and the size standard is 500 employees. The Government anticipates the award of a firm-fixed- price purchase order. This notice of intent is not a request for competitive quotations, however, companies that believe they can provide the required data shall provide a written response to this notice and provide evidence to substantiate that capability. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
