- NASA/LaRC has a requirement for technical expertise to ensure that an interactive meteorological video game emphasizes inquiry-based problem solving, actively engages students to improve their spatial reasoning, and meets National Education Standards. This requirement is also to update an existing Teacher Activity Guide for Meteorology, which will serve as a companion to the video game. A LaRC proposal for development and dissemination of this Hurricane Hunters video game was selected in response to a NASA Research Announcement entitled, ?INSPIRING THE NEXT GENERATION OF EARTH EXPLORERS: INTEGRATED SOLUTIONS FOR K-16 AND INFORMAL EDUCATION (NN-H-04-Z-YO-006-N).? This proposal included Exline as an integral part of the proposal team. NASA/LaRC intends to issue a purchase order on a sole source basis to Exline Consulting Services, Inc., for consulting services. The period of performance shall be twelve months with two one year options. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1),"Only One Responsible Source," and is based on Exline's extensive experience in improving K-12 science education programs, the company's familiarity with and knowledge of NASA?s educational goals and objectives, and the fact that the company developed the aforementioned Teacher Activity Guide. The Government intends to acquire a commercial item using FAR Part 12.See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 12, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
