- NASA/LaRC has a requirement for the development and production of a video game. A LaRC proposal for development and dissemination of the Hurricane Hunters video game was selected in response to a NASA Research Announcement entitled, ?INSPIRING THE NEXT GENERATION OF EARTH EXPLORERS: INTEGRATED SOLUTIONS FOR K-16 AND INFORMAL EDUCATION (NN-H-04-Z-YO-006-N). The proposal included Nightlight as an integral part of the proposal team and Nightlight was instrumental in development of the proposal. The objective of this requirement is to develop an interactive meteorological video game for middle-school aged students utilizing NASA real-world datasets. The game?s ground rules are based upon real-world NASA datasets and will provide students the opportunity to investigate a three-dimensional (3D) weather system. The period of performance shall be thirty-six months. NASA/LaRC intends to negotiate a contract on a sole source basis with Nightlight Studios for the development and production of a video game. The statutory authority permitting other than full and open competition is 10. U.S.C. 2304(c)(1),"Only One Responsible Source," and is based on Nightlight's previous experience in educating the public on previous NASA science missions, their willingness to cost share, and their clear approach to marketing the program activities and achievements to a regional and national audience and their previous effort in development of the proposal. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Oral communications are not acceptable in response to this notice.
