- The Substance Abuse and Mental Health Services Administration, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with The Institute for Behavior and Health (IBH), Rockville, MD. Purpose: In the Washington, D.C. metropolitan area, there are no schools, public or private, that are now using random student drug testing (RSDT). That means there is no hands-on expertise locally with RSDT. This is a significant barrier to innovation in this region, an area of importance for the national adoption of RSDT. In order to strengthen the level of understanding of SDT in the Washington, DC metropolitan area, IBH proposes to facilitate a peer-to-peer mentoring program that would enable experienced school leaders from around the nation (Mentors) to network with and educate local school officials (Mentees) on the issue of student drug testing. The goals of the proposed mentoring program include supporting the Washington, DC metropolitan school leaders in their desires to improve and/or enhance prevention efforts in. their individual school systems, to facilitate mutual learning between Mentors and Mentees, to build a sense of community through networking, and finally to provide adequate resources to those individuals interested in learning more about current SDT programs around the nation IBH has developed a keen understanding of practical, implementation issues, as well as policy and research issues around student drug testing. As such, IBH has emerged as a national leader and expert on the subject of student drug testing. Further, IBH has built the collaborative relationships nationally to recruit and sustain mentors for schools in Washington D.C. who are interested in making decisions about the implementation of random student drug testing. Also, IBH?s national website on setting up a student drug testing program establishes IBH as a primary resource for schools and their mentors in their decision making process about whether to do random student drug testing and what it will take to get such a program going. These credentials, along with IBH?s collaborative bent and innovative leadership put them in an extraordinary position to create and pilot this kind of mentoring program. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
