- The National Cancer Institute (NCI), Technology Transfer Branch (TTB), has a need to procure services for the analysis for the final TIMS upgrade. The supplies and services herein are commercial as defined in FAR Part 12. The acquisition will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial items. The North American Industry Classification System Code is 541511 and the business size standard is $21M. This is set aside for total small businesses. Introduction: TTB requires FMPro developer expertise to conduct a needs analysis in order to design and develop a final version of the TIMS database that will meet the data management needs of the office now and in the future. The purpose of this procurement is to have a certified FMPro 7 developer analyze what TTB staff need in the TIMS database versus how the database is currently designed. The objective of the procurement is to produce a document, based on the needs analysis, from which a FMPro 7 developer could re-design, develop, and build the improved TIMS database. Specific and Mandatory Requirements: The contractor shall provide technical skills, insights and expertise on FMPro database design, development and implementation. The contractor shall be a certified FileMaker Pro 7 developer. Due to the complexity of the information that is tracked in the TIMS database, the many inter-relationships of the various agreements, and the need to obtain and integrate into TIMS data from other databases which are written in different programming languages, the contractor shall have at least 10 years FMPro experience in order to perform the work. Contract Award: One award is anticipated. Period of Performance: September 1, 2005 ? March 31, 2006 Solicitation: The Request for Quotation (RFQ) must be requested by electronic mail or by fax. Telephone requests will not be accepted. Request for the RFQ shall be made to the attention of Malinda Holdcraft, Contract Specialist via electronic mail to holdcram@exchange.nih.gov or fax 301-402-4513. Requests shall include name of the contractor, DUNS number, telephone number, point of contact, business size standard, and identify the RFQ requested as RFQ-NCI-50105-NG on all correspondence. The deadline of this synopsis is August 10, 2005 at 1 PM EST. The estimated issue date of the solicitation is August 11, 2005 with an estimated due date of August 24, 2005.
