- National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Climate, Water, and Weather Services (OCWWS), Fire and Public Weather Services Branch, Silver Spring, Maryland, intends to negotiate with Applied Climatologists, Inc. of Marco Island, Florida, on a noncompetitive basis, for the purchase of website-based Heat-Health Watch/Warning Systems software. The software will be installed at the Weather Forecast Offices (WFOs) in Sterling, Virginia and Portland, Oregon, based on the specific meteorology of each locale as well as urban structure and demographics. Thresholds for declaring advisories and warnings will be based on actual weather-health relationships for each urban area, as determined by daily variations in human mortality. The heat-health guidance forecast that will be produced by the automatic software run, will be posted at a password-protected website. Applied Climatologists, Inc. is the only known supplier of this software and the Spatial Synoptic Classification technique upon which the watch-warning system is based. The NWS goal is to expand such customized heat-health warning software systems across the nation for high risk urban areas. The NWS remains the certification authority for weather observing and warnings in the United States. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Written responses must be received no later than 15 days after the publication date of this synopsis. This requirement is being done as a simplified acquisition.
