Description
This is a combined synopsis/solicitation for the acquisition of commercial supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 as supplemented with additional information included in this announcement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. WRITTEN PROPOSALS ARE REQUIRED AND A WRITTEN SOLICITATION will not be issued. All prospective offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. This solicitation is issued as a Request for Quotation (RFQ) incorporating provisions and clauses in effect through Federal Acquisitions Circular 2001-22 and DFARS Change Notice20040323. Solicitation #N00604-05-T-0707. This procurement is restricted to Service-Disabled Veteran-Owned Small Business Concerns. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. Proposals must include a completedRepresentations and Certifications (FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items and DFARS 252.212-7000 Offeror Representations and Certifications ? Commercial Items. Please complete your Representations and Certifications on the following website: http://orca.bpn.gov. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense contract awards. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote. A single award will be made to the low cost, technically acceptable responsible offeror. The resulting award is intended to be a firm fixed price contract for the following: ITEM CLIN 00001 Vehicle Borne Improvised Expl! osive Device (VBIED) Course. The course will provide instruction in educating all supervisor level personnel for Anti Terrorism, Federal Fire Department, Naval Security Forces and Explosive Ordnance Disposal Technicians assigned to Navy Region Hawaii. The program will be designed to supplement Emergency Management training, increase regional first responder understanding of hazard-specific threat and proper response protocols. This training will also be utilized to help improve Regional Plans and Implementing Instructions (i.e. SOP?s, Checklists, etc.) that deal with High-Yield Explosives used in a terrorism scenario. The course will include the following: Terrorist Trends utilizing VBIED?s, Current National Threat Assessment for VBIED?s, Disablement Logic for VBIED?s, Incident Commander actions during initial crisis management. Secondary Search. Explosive effects on buildings and personnel, more specifically, blast and fragmentation. Incident Command System mitigationand response roles in response to VBIED, Practical applications demonstrating explosive countermeasures against vehicles such as vans and trucks filled with high explosives targeting military installation targets, Design and or purchase training aids to facilitate instruction. Contractor will coordinate closely with Navy Region Hawaii to ensure VBIED Training enabling objectives are aligned with regional requirements and expectations and conform to the emergency management standards of CNI 3440.17 (Draft). The VBIED Training shall comprise of three days that will combine both classroom and practical applications. The contractor will not be responsible for scheduling demolition ranges or acquiring the target vehicles to be used during the practical applications. Military Explosives will be used exclusively for all render-safe procedures. Course development, training aids, student guides will be completed and delivered to Commander Navy Region Hawaii, Emergency ManagementOfficer, 850 Ticonderoga ST, STE 100, Pearl Harbor HI 96860-5102 no later than 15 Sep 05.
