Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.??This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. GovWorks is issuing this solicitation on behalf of HQ USMEPCOM. Please submit two bids for each item below. One bid shall include a price for the new item and the second bid shall be the price of the new item less trade-in allowance. (See attachment 01 for items to be traded in with serial numbers and quantities). Please send me an e-mail to me at shelly.parker@mms.gov requesting attachment 01 and I will send it to you. Proposal shall also provide Warranty information for Hand Held and Pen Barcode scanners. All items may be bid brand name or equal. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.?This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.??This solicitation is issued as a request for quote (RFQ).???North American Industrial Classification System (NAICS) code 511210 and 334111 applies to this procurement. This procurement is being issued as Full and Open. Award will be based on best value to the government, which is lowest cost, technically acceptable.? All items may, under this standard, be awarded to the vendor that is lowest cost technically acceptable for new equipment only or the Government may award to the vendor that is lowest cost technically acceptable less the trade-in allowance only, whichever results in the lowest price to the Government. In order for the technically acceptable standard to be met, (1) this shall require the vendor to meet the technical specs listed above in this solicitation (2) this shall require the vendor to have a technical POC, at no cost to the government, assist in the setting up and testing of their proposed equipment at USMEPCOM, 2834 Green Bay Road, North Chicago, IL 60064, to ensure that their proposed equipment is compatible with USMEPCOM?s system for up to two weeks at this location. (3)This shall also require the vendor?s equipment to be tested at the Chicago MEPS station to ensure compatibility with this MEPS Station, however, the contractor does not need to be on site to assist in setting up this requirement but must have a technical POC available to be contacted by phone to assist in any matters at no cost to the Government. If that vendor?s equipment is non-compatible with USMEPCOM or the Chicago MEPS, then it shall be deemed technically unacceptable. Contractor?s proposed system must meet all security, connectivity, compatibility, response time requirements for the MIRS processing system as required by Government at time of test. The various equipment on this requirement shall be delivered to the following USMEPCOM- MEP station sites(see attachment 02 for delivery locations). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17 and Defense Change Notice 20031001.?? The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation.? The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation.
